How isolation becomes the silo effect
Methodological isolation occurs when concepts are defined and methods validated only within a single discipline's paradigm, excluding alternative ontologies of risk, uncertainty or causality (Rahim et al., 2024). The direct organisational consequence is suboptimisation: superior performance within one department, safety for example, does not yield an optimal outcome for the whole organisation, and may actively harm an interdependent domain such as security. In practice this shows up as separate risk registers for WHS, security, cyber and enterprise risk, duplicate control environments, conflicting risk appetite statements, and board reports lacking systemic synthesis.
Strategic risks of separation
Isolated disciplines suffer epistemic closure, producing knowledge only within their own reference system, which detaches strategic analysis from global realities and produces frameworks that are "technically elegant but strategically brittle" (Rahim et al., 2025).
